Richard Phillips Director of Government Relations
For sixteen years, Richard Phillips has served in city and state government.
His comprehensive knowledge of the legislative process -- politics as a whole --
is a tremendous asset… as you seek to achieve your political and legislative

Just out of the University of Oklahoma with a degree in Business Administration,
Phillips joined the oldest and most prestigious real estate management company in
Oklahoma City, Womack Properties. Womack was the first professional property
management company in Oklahoma and was a founding member of both the Institute of
Real Estate Management and the Oklahoma Apartment Association.
Elected at age 24 to Council, Phillips served two terms before he was recruited to
run for the Oklahoma House of Representatives. In his inaugural legislative contest,
he defeated four primary candidates to secure the GOP nomination, and sailed on to
victory in the general election with over 70% of the vote. He race was run by WRS
CEO Chris Wilson, when Wilson was working for current Congressman and NRCC Chairman
Tom Cole at Cole, Hargrave Snodgrass & Associates.
A popular and respected lawmaker, Phillips was appointed to serve on the powerful
Appropriations and Budget Committee during his second term. A strong, pro-business
advocate, Richard Phillips was one of a handful of state legislators selected in 2001
to represent Oklahoma industrial and agricultural interests on a trade mission to
Pakistan, Thailand, Vietnam and Cuba.
Currently Phillips works with WRS clients who need Public Affairs consulting at
the state and local level.
